Generally, the award is not given simply to recognize achievements undertaken as part of an individual's employment.  However, GEBA recognizes that there are individuals whose achievements within their professional capacities are so significant as to be above and beyond the expectation of one's assigned duties.  Hence, persons making such significant strides in their profession are eligible to be nominated.  It is not necessary that the award recipient be a member of GEBA.
